Core Up-To-One for Participatory Budgeting with Additive Utilities

We study participatory budgeting with additive utilities. We introduce a selection rule based on utility-weighted harmonic entropy and a cost penalty, and prove that it returns budget-feasible outcomes satisfying core-up-to-one.
